Update tip364 with Devcontainer Feature for AFCT #169

As per https://github.com/devcontainers/features/pull/276 and https://github.com/devcontainers/devcontainers.github.io/pull/94, I've created a specific Feature for Azure Functions Core Tools, so you don't have to manually install from npm on each rebuild.
