webchat.js cdn not work in INDIA

I have a question

webchat cdn JS (https://cdn.botframework.com/botframework-webchat/latest/webchat.js) not working in India. also https://dev.botframework.com/ not open.

• Was this previously working and no longer is? Or is this your first time attempting and it is not working?
• Where is the Web Chat page being loaded from? Are you behind a company firewall or proxy, by chance?
• What happens if you try connecting from a different laptop? From a different network (personal vs company)?
• Have you tried connecting from a different laptop?
• When you say this isn't working in India, are you referring to the browser language or physical location or something else? What is the browser language?

Any other details you can provide would be very helpful.
