Update DSC master branch to latest of 04th July 2024 #204

This PR is to bring in the latest changes from the "nxOMSAgentNPMConfig" DSC module that's merged into "PowerShell-DSC-For-Linux" repository.

This helps to build official build of nxOMSAgentNPMConfig DSC module and can be triggered for deployment to all regions.
