Upgrade to Boost 1.68. #52

Following up on last week's dependency updates. I have tested our components depending on ChakraCore-Debugger can safely use boost version 1.68. Moreover, one of the boost's authors strongly recommends this version over 1.66 due to performance enhancements and bug fixes.
