Add support for staging server #48

Hello,

This allows the LUIS client to access the staging server, rather than just production.

Addresses issue: #40

@nolanblew New code (being added now) is based on the BotBuilder v3 C# SDK. Not sure if this is still relevant. We're planning to bring this back to life on a modern code base.
