Investigate and decide whether to invest more effort into integrating Recognizers with Composer #160

In our meeting with the BF Team, we were told it's not worth it to invest time in integrating the LUISVNext recognizer with composer, mainly due to expected changes in the adaptive stack.

However, it might be in the best interest of the new cog services to have this kind of support.
