I don't think it's clear enough that this functionality is only available in Preview at the moment and that there are certain prerequisites to being able to access a version of Security & Compliance PowerShell that has the relevant cmdlet parameters available to set the the custom dialog message.
-NotifyPolicyTipCustomDialog is only available if you have signed up for CCP/Private Preview ring on the tenant you wish to configure the oversharing pop-up on, and won't be GA until at least August, according to the roadmap.
Please update this CxE documentation to include some details at the start/make it clear, that those pre-reqs must be met before the custom dialog can be configured.
