Many people on the team have reported this happening over the past few weeks. We found the workaround to trigger it to rerun and that appears to have unblocked us for now.

I already triggered the license to reprocess and that fixed it. This was the latest PR that I know of that ran into this problem: https://github.com/Azure/iot-operations-sdks/pull/178

@DragosDanielBoia The same issue occurs frequently from last week.

Sometimes even though I'm the PR owner, the CLA task still pending, and I have to use the admin privilege to bypass the CI and merge the PR.
