Refactor deploy-cromwell-on-azure and deploy-tes-on-azure and extract a common project. The common project should be in the microsoft/ga4gh-tes repo. Then, add the common project as a project reference in both the microsoft/ga4gh-tes repo and the submodule location src/ga4gh-tes/src/ for deploy-cromwell-on-azure.
