Adds SkinnedNormalMapEffect (derived from NormalMapEffect adding the IEffectSkinning interface) which supports a normal map texture and an optional specular map. The skinned version does not support per-vertex color or GPU instancing.
EffectFactory updated to use skinned normal map effect if the model has bone indices/weights, the material defines a normal texture, and EnableNormalMapEffect is true.
