This change updates Nuget package references to be absolute paths instead of relative paths.

Miscellaneous changes also included:

Added SAL annotations to functions in FFmpegInteropLogging
Updated local variable names in FFmpegInteropMSS:InitFFmpegContext() in order not to clash with local variable of same name from outer scope
