Azure client test case fix #22328

Description

Fixes failing test cases for azure client reported from internal incidents.

We still need to address one more failing tests, which I have commented on this PR. This can be used as a starting point for someone else to pick up as it resolves one of the two failing or you can build on this to solve both

@seanimam This PR also includes the fluid-llm prototype package. Presumably that wasn't supposed to be a part of this PR.

Actually, there don't appear to be any azure-client-related changes here either. Wrong branch?
