Lots of changes around the theme of "fixing up the NuGet package":

Determinism
SourceLink (for better debugging)
Update metadata
- Use license expression
- Use local icon instead of URL (keep URL for backward compatibility)
- Better, broader description
- Microsoft➡microsoft org recasing
