Use CopyOnWrite 0.3.10 #569

Consume the fix published in https://github.com/microsoft/CopyOnWrite/pull/45 and https://github.com/microsoft/CopyOnWrite/pull/47

Additionally fix the failing tests and ignore currently broken tests.
