Update the Roadmap with current state of the project #768

Both this repository and the WinRTC have been inactive for a while, with no updates to the roadmap, etc.

When targeting UWP/HoloLens 2, which project should we use? Will this library get continued support?

Pinging @djee-ms in hopes of a response.
