Create Overvew Documentation For VirtualizedScrollRectList #11476

This issue has been migrated a new MRTK repository, and the status of this issue will now be tracked at the following location:

Overview

The MRTK3 API reference has VirtualizedScrollRectList documentation at https://learn.microsoft.com/en-us/dotnet/api/microsoft.mixedreality.toolkit.ux.virtualizedscrollrectlist?view=mrtkuxcore-3.0. However, there is no overview documentation.

Add an overview document for VirtualizedScrollRectList under the UX Core documentation
