Should we support actual locators for BLOB/CLOB (and UDTs/Arrays?) (similar to ANSI, with SQLGetLength, SQLGetPostion, and SQLGetSubstring?)

Closing as we don't have an customers asking for this. We can re-open if it becomes a common request.
