This PR includes a new workflow for build validation:

It uses Megalinter in order to lint all code base.
It filters changes in arm templates are enforced in each change of bicep template.
- Additional PR is needed - put TODOs to change v2 to main when doing the merge.
- This PR also includes a lot of linting fixes for bash scripts and json files offered by the linter
