[challenge 1] lower population value for Synthea data generation #13

As a result of https://github.com/microsoft/fhir-server-samples/issues/98, it would seem prudent to lower the population threshold since the application code does not handle retries in the most effective way, which can result in messages continually failing and being dropped into a poison queue.
