Updating IAzureUtilizationCollection.query javadoc for startTime/endTime timezones

Can the javadoc be updated for the startTime/endTime params of theIAzureUtilizationCollection.query method - to state the time zone details?

• Is there a default implicit time zone being used by those params which is sent to azure?
• Should the client caller be specifying a time zone manually?
• Is the timezone ignored on these two params, while considering only the date?

As for me, the current javadoc enough. You can use start time and end time with the timezone which you want because the method gets joda.time.
