CIL-GDPCIR: additional notebooks #153

Added a demo of creating an ensemble and time series + using xclim to compute climate indicators.

Also created a README in this directory and configured Binder links using a standalone environment repository here (to speed up builds/reduce churn as this repo changes): https://github.com/ClimateImpactLab/downscaleCMIP6-binder-env
