Update nxOMSAgentNPMConfig version and corresponding binaries #891

Under this PR,

  1. nxOMSAgentNPMConfig version is updated to 4.5.
  2. Updated PingEngine.so and npmd_agent_x64 binaries to latest of 4.5 version.

These binaries are taken from npm_crossplat branch of Mgmt-LogAnalytics-NPMD repo.
