Per module theme selection

@crutkas @niels9001 we should decide if we want more/all modules to have independent them selection.

Modules that have independent theme selection:

• Settings app
• PowerToys Run
• Shortcut Guide

Modules that use the Windows default theme:

• Color Picker
• FancyZones Editor
• Image Resizer
• Keyboard Manager
• OOBE

Modules that currently don't support theming:

• FancyZones
• PowerRename

Modules that cannot have independent theming:

• File Explorer add-ons

Is there data available to see if users change defaults?

If we'll support this for all, it might make sense to turn those radiobuttons into a ComboBox to save space.

@enricogior When you say "FancyZones" you mean the UI (zones) that show up when pressing Shift, correct? Those colors are set in Settings - right?

I'm OK with changing the radiobuttons to combobox.

Because Windows settings uses this too? The (small) benefit of the area is compensated by the amount of clicks necessary to change. ⚖️
