Have PowerToys Run always visible (like a desktop widget) #10846

A option for powertoys run to stay on desktop and not disappear, this would be similar to a rainmeter skin and would be useful in many ways such as a way to choose the location of it on the desktop and be able to quickly access it without needing to do alt + space.

notes: would need to adjust the results window as well to be sure it is fully on screen. right now we assume center which lets us get away with a lot.
