Description of the new feature / enhancement

Allow capturing a short clip/gif of a specified region of the screen. User can crop a specific region/rectangle on the screen.

Scenario when this would be used?

When collaborating with others to demonstrate animations, work done, bugs etc.

Supporting information

Think the value proposition is pretty self evident... but I find myself trying to do this often. Also capturing specific pictures in regions of the screen.

This should really be OS native behavior in my opinion. You can somewhat achieve this with the Xbox Game Recorder... but using it for non-game contexts is kind of hacky. It doesn't work properly unless it thinks the active program is a game.
