Steps to reproduce

Ensure Windows "Shake to minimize" is enabled
Grab a window
Shake to minimize the window
Observe that "Find my mouse" highlighting occurs

✔️ Expected Behavior

"Find my mouse" highlight occurring with activation method "Shake mouse" should only engage when mouse buttons not held down
This seems consistent with user expectations; if you are searching for your mouse cursor, will you ever hold mouse buttons down at the same time?

❌ Actual Behavior

As well as shaking the window to minimize, mouse highlighting occurs on top of the window shake.
