2 years ago you can pin the app via win+tab and this would be supported but yeah, this could be a very powerful enhancement.
I'd suggest having it off by default and a setting

Description of the new feature / enhancement
For the current tool "Always On Top" add the option to keep on top even if you change desktops.
Scenario when this would be used?
My principal scenario would be to have a window fixed mostly videoconference/streaming. With this option I can keep looking the video/streaming even when I'm switching desktops. Without it I'm sort of forced to stay in the one I'm working or moving it.
