User Feedback for Mouse Utilities to know when they get turned on #19566

Description of the new feature / enhancement

Provide the option for a system notification to fire when Mouse Pointer Crosshairs or Mouse highlighter is activated that will inform the user the tool has been activated as well as how to deactivate the tool.

Scenario when this would be used?

Currently, mouse highlighter has no feedback to signify when it's been activated until you click for the first time, which can be slightly disorienting. However, this also comes in handy for users who use the feature infrequently, activate it by accident, then can't figure out how to deactivate it without referencing the power toys settings.

I don't think we'd do a notification for this but i think it would be a good idea to have a feedback loop like with do for Always on top or via the systray icon / flyout
