Video Conference Mute Toolbar enhancement #20593

Description of the new feature / enhancement

The ability to resize and freely move the Video Conference Move toolbar would be greatly appreciated.

On a 4K monitor and with the UX elements of other sites/programs being rendered in 4K, many of them are blocked by the available options for positioning the toolbar. Being able to specify a custom location with pixel coordinates or being able to freely move it and then "lock" it into place would alleviate that issue.

Additionally, the toolbar is rather tiny when rendered/displayed on a 4K monitor. Having the ability to increase the size (either with preset magnification or enlargement percentages or a slider for even more granular control over the size of the toolbar) would help users with 4K monitors quickly see what the status is of their mic/camera when in video calls.

Scenario when this would be used?

This is a specific issue with having the primary monitor resolution be 4K (3840x2160).

Please also add an option to ALWAYS hide the toolbar (currently only: Never, when muted, when unmuted) or to allow moving it to a 2nd monitor only. Currently there is no way to get it away from the primary monitor.

VCM is in maintenance mode and we will only resolve a small amount of adjustments from the core team moving forward, please see #21473. We will accept community contributions to resolve issues
