Steps to reproduce

open pt and it spreads across four monitors, 1920, 3840, 2160, 1920

FHD Landscape next to 4K Landscape next to 4K Portrait next to FHD Landscape, WHY?

Click on frame with content taller than it no MouseWheel.

Open pt no MouseWheel with focus already on it fro frame with content taller than it.

✔️ Expected Behavior

Open pt

frames with content taller than it honor MouseWheel when it already has focus OR honor it when it is given focus.

this I never enable "Hover over whatever slides it" never works Windows=wide.

❌ Actual Behavior

nada

"open pt" we are a suite of applications. I need a bit more info as i'm not sure what is being opened /needinfo
