FancyZones doesn't work with floating windows. #20742

Steps to reproduce

1 - load up photoshop 2 - new image 3 - drag it out of photoshop so it's 'floating' 4 - now hold shift and drag it to any zones and it won't snap.

same thing happens with floating / palette windows in modo or floating windows from unreal.

✔️ Expected Behavior

that it'd snap with these windows

❌ Actual Behavior

it doesn't snap with these windows.

Other Software

any version of modo/photoshop/unreal should have the same issue.

yup. still occurs with a floating window from photoshop or modo.

modo and photoshop themselves are snappable with the shift key, but not any floating windows of theirs.
