Screen Ruler bounding box blinks erratically after measuring #21119

Steps to reproduce

Activate screen ruler with the shortcut key. Click the "measure area" icon. Drag a bounding box across the screen and release the mouse button.

✔️ Expected Behavior

Bounding box appears and remains on the screen.

❌ Actual Behavior

Bounding box appears but starts blinking on and off erratically. See the attached video, this is what it looks like on my desktop.

This issue was caused by an incorrect high DPI setting for Powertoys on my computer. After fixing the setting, everything looks and behaves normally now.
