The display scale factor remains unchanged.
❌ Actual Behavior
As soon as the mouse pointer hits the desktop, the display scales to double the size. When the mouse pointer hits the edge of the screen, the display rapidly switches between normal scaling and double scaling.
It's hard to describe in words what it looks like, so I recorded a video of my desktop. Check it out, this is on a Surface Book 2 with a display resolution of 3240 x 2160 and a scale factor of 200%. I suspect the scale factor is the culprit here.
This issue was caused by an incorrect high DPI setting for Powertoys on my computer. After fixing the setting, everything looks and behaves normally now.
