I've seen videos from Microsoft where they seem to have a neat app that does just this. Maybe @crutkas knows the name and where to find it...
That might be ZoomIt https://learn.microsoft.com/en-gb/sysinternals/downloads/zoomit
I would also recommend ZoomIt

Hi! We've identified this issue as a duplicate of another one that already exists on this Issue Tracker. This specific instance is being closed in favor of tracking the concern over on the referenced thread. Thanks for your report!
Description of the new feature / enhancement
User can press short cut like
Shift twice
to draw in their screen using the mouse , and when they done, they can press shift or any other keyboard key (not the mouse keys, since they will use it to draw) to make the drawing disappear and go back to normal .Scenario when this would be used?
This can be help full when you share your screen online and you want to show steps or explain something in your screen where you can add line under your focus and make some handwrite words near it . Also it could be helpful for people who share their screen in bigger screens/projector like the teachers in the college.
