Add toggle switch to disable all File Explorer addons #23723

Description of the new feature / enhancement

It seems that all of the other features of PowerToys have a convenient on/off toggle at the top of each of their settings page. This would be great to have for the File Explorer addons as well.

Scenario when this would be used?

I use alternative tools to generate thumbnails and it becomes tedious to uncheck each File Explorer addon on each of my installations. It would be sweet to have a simple toggle switch instead.

@cinnamon-msft this could be a good first test implementation for a high level style grouping
