can't get Option key mapped to Alt key

Steps to reproduce

I have a Macally keyboard on my work PC. I've mapped the Control - Command keys, but I can't re-map the Alt to Option keys.

✔️ Expected Behavior

Option key to work like the Alt key (holding down the Option key to kern letters)

Thank you for getting back to me!

Yes, they are... But when I use the LEFT Option key (say to kern text in Photoshop), nothing happens... or occasionally a like 'circle' zooms into that spot. I JUST noticed that the RIGHT side Option key DOES function like the Alt key - I'm able to kern text in Photoshop or After Effects, Option key commands work... the LEFT Option key doesn't work though.

Left side works, but not the right. I've gotten used to it.
