TextBox pinned to Windows Taskbar, e.g. for taking or showing notes #24302

Description of the new feature / enhancement

Expected behavior: ability to locate (turn on) a TextBox or TextArea in Windows Taskbar, similar to Windows Search/Cortana TextBox.

Scenario when this would be used?

This feature is really important for me personally, for people with any kind of attention deficit (e.g. ADHD, GAD, PAD) or all other people who lose their concentration while doing something. Ability to put a quick note what I/we am/are doing in this moment could fast remind me/us what to do next. After a while of inactivity, this box could slowly blink ("breath") with chosen color to remind what I/we should do currently. I think that feature could be helpful for all people, not only with attention deficit, but also for all people who wants to improve their productivity (especially if TextBox/TextArea could show more notes or have bar with arrows to show more tasks synchronized with Microsoft Sticky Notes app or/and with Microsoft To-Do App). Thank you for support and doing a great job!

It could be really useful for me as well, since I have to switch over many tasks frequently.
