Navigation menu on the settings window #24548

Steps to reproduce

On a fresh install where PowerToys was never installed, on the welcome window, click on "Open settings".

✔️ Expected Behavior

The navigation menu (on the left of the window) is developped and we can see the text of each sub-menu

❌ Actual Behavior

The navigation menu was developped but there were no text, just empty space

By clicking twice on the bars menu to close and repoen the menu, the text was correctly displaying

We've upgraded a few versions of WinUI, does this still happen? /needinfo

Since the navigation menu is now always developped, I can't reproduce this issue
