what happens if you adjust your activation keystroke?

I don't have any shortcut keys activated in Idea, turning on Idea automatically forces Always on Top. I found that the issue appeared in both the 2019 and 2023 versions

Steps to reproduce
When I open IDEA, it automatically activates always on top
✔️ Expected Behavior
Turn it on and it will not be activated automatically always on top
❌ Actual Behavior
When you open an application in full screen, it automatically activates "Always on top" for the current application and must be turned off manually. This problem only exists in 0.69.1.
