Add a ruler guide on screen

Description of the new feature / enhancement

Add a real ruler on the screen (like in the edition of the screen capture tool from Windows). The ruler is not linked to the mouse pointer. The ruler can be moved. Eventually multiple guides. Guide could be simple thin line (like ruler measure tool) or largeur translucid line to improve following and reading.

Scenario when this would be used?

Could enhance some operations when the actual ruler is not accurate:

• Can help to focus on the correct line when following a process or a checking operation, long lists, etc. without having to point it with the finger.
• Can help to align things on screens (vertical ruler, horizontal ruler, and eventually rotatable ruler).
• Can help to have a persistent view on a measure when the mouse focus is elsewhere.
• Multiple rulers guides can help to draw a grid, helping to compose a picture, an interface, etc.
• Can help to place the ruler like a guide to help the actual ruler tool to measure an invisible point (space between an element and the ruler guide).

Having a ruler guide everywhere. Dont need to rely on a third party tool.

Supporting information

The ruler doesn't have to be a real ruler, it can be a schematic ruler like the actuel ruler tool, eventually with graduation. A simple implementation would be a large translucid line that could be moved. Or multiple thin lines.
