Steps to reproduce

Install PowerToys in a laptop with dedicated graphics (Tested on an 2022 Asus TUF Gaming F15)

Intel i5-11400H with 11th gen UHD Graphics
- Driver 31.0.101.4314 4/25/2023
- Driver 31.0.101.4146 2/22/2023
RTX 3060 Mobile
- Driver 31.0.15.3203 5/19/2023

✔️ Expected Behavior

Use integrated graphics

❌ Actual Behavior

Asus Armoury Crate indicates the tools are using the dedicated graphics.

Battery Life is severely hindered by this usage.

However, Windows does not show activity in GPU 1:

Anything that is GPU accelerated has the chance of using the dedicated Graphics card, like the Start Menu. You can force this change in the Windows Graphics Settings Window to use the Power Saving Graphics. It's treated as a desktop app.

Any modern UI framework uses GPU a little bit. This isn't a bug.
