tbh, I don't think so. I had depressed SHIFT key several times with no change in the observed behaviour. Only closing Power Toys or disabling Fancy Zones withing PT did resolve it. However, as I did encounter this only two times and could not recreate it reliably, I agree to consider this issue being closed. Updated to PT v0.73 meanwhile anyway.
Just had this issue on the latest v0.78.0. After restarting PowerToys, it disappeared.

I resolved the issue by disabling FancyZones in the Powertoys settings.

I just experienced this myself in 0.81.1. Restarting Powertoys fixed it. Powertoys was running as admin if it matters.

Experiencing the same, right now. My activation shortcut is Win', so not related to the Shift key (althouhg I think that only opens the layout editor).
I think it is related to the Hold Shift key to activate zones while dragging a window setting -- I think FancyZones is not recognising the end of a quick (possibly accidental) drag, or is capturing the drag of something else and interpreting as that of a window.
Manually dragging a window around for a bit appears to reset the behaviour.
Can recreate with some consistency when using a specific program, which might allow for testing, but might be too specific for a general fix...
The program is RoyalTS, which happens to present a dockable multi-document interface similar to Visual Studio, but likely provided by a third-party window component.
In RoyalTS, you can drag a tab out of the main window, and it will move to a new window. Once in its own window, you can either drag the tab back to the main window or you can drag the second window's title bar back to the main window.
Dragging the tab does not trigger the Hold Shift... behaviour -- neither dragging out of the main window to a secondary, nor dragging from the secondary back to the main window will affect the behaviour of the Shift key.
Dragging the secondary window's title bar, however, does trigger the Hold Shift... behaviour. If you start by dragging the title bar, then dropping onto the main window, subsequent presses of the Shift key continue to trigger trigger the overlay...
