I agree, drawing semi-transparent dots isn't cutting it really. For reference, Microsoft Whiteboard has a Laser Pointer (Alt-L) That lets you draw a semi permanent visible line. The disappear timer for the line triggers AFTER mouse up -

Description of the new feature / enhancement
The goal will be to be able, by keeping the mouse button pressed, to be able to make color strokes, like a real highlighter.
Scenario when this would be used?
it could be used to highlight photos or videos during presentations ( meetings, oral exams, ...)
