Dragging Explorer tab triggers CropAndLock. #31047

Steps to reproduce

Issue does not persist if PowerToys is not running.

Reproduction steps.

  1. Open 2 Windows Explorer windows.
  2. Attempt to drag one of them using the tab on the menu bar.

✔️ Expected Behavior

Explorer tab moves and snaps. This should have no connection to PowerToys at all.

❌ Actual Behavior

CropAndLock selection appears, allows me to select and crop the window, but doesn't do anything to the actual Explorer window. Prevents tab snapping to other Explorer.

What is your crop and lock shortcut?

Shortcut is Win + Shift + W for the first option, "Thumbnail Shortcut".

The original issue was for a work machine, I tested it on my laptop and had almost the same problem (22H2 Win 11 Home).

Hmm.... I can not reproduce this. Are you able to provide a screen recording of it happening and a /bugreport ?
