Provide a description of requested docs changes

I want to create a powertoys module but not a powertoys run plugin. A module like alwaysontop or file explorer preview for example. Is it possible?

As in it ships with powertoys or as in a 3rd party extension ? /needinfo

As it is ships with powertoys. All 3rd party extension I have seen were plugins with powertoys run https://github.com/microsoft/PowerToys/blob/main/doc/thirdPartyRunPlugins.md
