FancyZones Override "Excluded Apps" #31694

Description of the new feature / enhancement

In the FancyZones, any excluded apps that are in the list will not be snapped to a specific zone. If for example the SHIFT key will be pressed, this will disable the exclude and will snap the window to the area zone.

Scenario when this would be used?

Any time that I do want to snap a window to a specific zone, this will enable me to do that and not use the windows zone.

Are you saying that there are apps in your excluded apps list, but they do not get excluded? /needinfo

No. They do get excluded correctly. But if I want to unexclude them? i.e. windows that are excluded I want them to be snap to my zones, there is no way to do that.
