Keys remain held down when using remap a shortcut to paste as plain text feature #31858

Steps to reproduce

  1. Enable Paste As Plain Text keyboard shortcut
  2. Keyboard Manager > Shortcuts > Remap a shortcut
  3. Map a key in an app specific context to the paste as plain text shortcut from step 1 (ex. ctrl + shift + f becomes Win + Ctrl + alt + v in Outlook)
  4. Do the mapped keyboard shortcut in the customized app (ex. ctrl + shift + f in outlook)
  5. Type after the paste happens

✔️ Expected Behavior

Content is pasted and plain text and all shortcut keys are released.

❌ Actual Behavior

Some of the shortcut keys (ex. ctrl, shift, alt) remain held down. I've tried different shortcut mappings and it seems like it repros 100% of the time whenever a remapped shortcut maps to the global paste as plain text shortcut.

I came here to report this same issue, however I have not remapped the shortcut for Paste as Plain Text. It is still Win-Ctrl-Alt-V for me and after I paste, it appears that the Alt key is still software-locked on, and stays on until I hit it two or three times.
