Fancy Zones: allow maximization when Windows-Snap is deactivated #32069

Description of the new feature / enhancement

I have Windows-Snap deactivated, so pressing Win+⬆️ will move the active window to an adjacent zone, which is as I'd expect. However I'd still like to be able to maximize a window using the keyboard. I suggest Win+Enter as key combination for this, because many applications will maximize/fullscreen using Alt+Enter

On windows 10, using fancy zones with the following settings, does have a maximize functionality with [ctrl+win+up]

settings: Override Windows Snap is active. Move windows based on > Relative position.

Why doesn't this work with W11? Using an newer version of windows, elliminates a very handy feature of fancy zones.
