Bind the layout of FancyZones to the monitor resolution

Description of the new feature / enhancement

1. The layout can be bound to a specified resolution, and then the layout will be automatically switched when the resolution is switched.
2. The shortcut keys for switching different layouts can be customized. I thought that the win key could not be activated during moonlight streaming, so I could not use shortcut keys to switch layouts.

Scenario when this would be used?

When using moonlight to stream PCs with powerful performance in different scenarios and devices with different resolutions, you can use the screen more quickly and efficiently.I regularly use my PC to stream to my laptop, phone and iPad for work and entertainment, so fast linkage between layout and resolution is important to me.
