Steps to reproduce

1. In the settings window, check to see if the camera to mute is selected. For me, the dropdown contains one camera, which is the internal laptop camera
2. Start the default Camera app, or any other app that uses the camera
3. Press [Win] + U to mute both the microphone and the camera

✔️ Expected Behavior

Both the microphone and the camera are muted

❌ Actual Behavior

The microphone is muted, but camera is not. The popup shows that the camera is not in use

If it matters, this is a HP ZBook Fury G8 with Windows 11 (22H2 / 22621.3296)

Okay, so I didn't know I had to select PowerToys VideoConference as video source, but then again, I can't select that virtual camera anywhere. I see only one camera, which is named HP HD Camera
